NIA IV-A RESUMES REPAIR AND CONSTRUCTION WORKS

Pila, Laguna – The National Irrigation Administration recommences its repair and construction activities of irrigation facilities in CALABARZON. This is in consonance with the NIA Memorandum Circular No. 53 s. 2020 that was released on April 23. 

Said Memorandum is in response to the Government’s effort towards food security amid the state of public health emergency. As stipulated in the Memo, NIA instructed its field offices to issue Skeletal Workforce ID as a Quarantine Pass (QP) to contractors and its workers for purposes of maintaining and construction irrigation projects. 

“The resumption of our repair and construction activities on our irrigation facilities portray our commitment to continually support our Filipino farmers in providing and securing food for the nation amid this health crisis”, said Regional Manager Romeo Lopez.

In addition, NIA field offices must secure coordination with Provincial and Local Government Units to ensure smooth and unhampered project implementation. The contractors/workers are also told to submit a certification from a duly licensed physician to assure that the personnel are physically fit to work and he/she is not exhibiting any COVID-19 symptoms. 

The contractors are also responsible in providing appropriate Personal Protective Equipment (PPE) to their respective personnel and that NIA field offices must ensure the compliance with all appropriate safety protocols during the conduct of construction activities. 

“Ang reminder lang sa atin sa pagpapatuloy ng ating mga pagawain sa patubig, ay dapat hindi ma-apektuhan ang anumang farming activities ng ating mga magsasaka”, he added.  

RM Lopez instructed all field personnel to always coordinate with Irrigators Associations (IAs) and farmers to establish a win-win situation taking into consideration improvement of irrigation facilities and early wet planting season. 

The continuation of aforesaid activities is in line with Department of Interior and Local Government (DILG) Advisory which states that movement of food and essential goods shall remain unhampered. The repair and construction and repair activities are also in response with Department of Agriculture (DA) Memo Circular No. 9 which emphasizes that all farming and fishing activities shall continue to ensure sufficient food supply across the country. 
 

NIA IV-A JOINS NATIONWIDE USHERING

NIA IV-A conducts its Ushering Ceremony with this year's theme 'NIA 2020: Towards Continuing Pursuit for Resiliency and Efficiency through Innovations and Modernization' on January 6 at Pila, Laguna. 

RM Romeo Lopez led the ceremony together with NIA IV-A Officials and employees. In his speech, he emphasized the importance of compassion, unity, and perseverance in attaining the organization goals and objectives.

"Let us put together our efforts and hard work to kickstart our project implementation and operation this year", he added.

He reminded all the employees to grip the significance of trees. "Let our vision and mission be our roots for us to stay grounded with our commitment to provide quality service to our Filipino farmers", he said.

The National Irrigation Administration annually celebrates new year through ushering ceremony. A tradition of the Agency to build camaraderie and unity among all employees both in national and regional offices. 

This year’s activity focuses on NIA Tree of Life through hand printing activity. The Tree represents how everything is interconnected and symbol of stability and strength while hand print symbolizes human life, achievements and legacy, the creative spirit, and channeled energy. 

NIA IV-A familiarizes on CPES

November 26, 2018 – The National Irrigation Administration Region IV-A conducts Training Workshop on Contractors Performance Evaluation System (CPES) at Ouan’s Farm Resort, Lucena City, Quezon, November 26-29, 2018.

The 4-day training workshop is part of the Revised Implementing Rules and Regulation (IRR) of Republic Act (RA) 9184 or the Government Procurement Reform Act under Section 12. 

It requires all procuring entities implementing Government Infrastructure projects to evaluate the performance of their contractors using the NEDA-approved CPES guidelines for the type of project being implemented, in NIA’s case – the irrigation projects. 

“This training workshop will be an instrument for an improved delivery of services particularly to our Filipino farmers.”, said NIA Regional Manager Romeo Lopez.

RM Lopez said that this new mechanism will enable NIA to implement quality projects as it ensures all the government infrastructure projects to conform to specified requirements and standards.

“Magkakaroon na ng centralized database of information sa ating mga contractors para mabilis nating malaman kung ang mga sumasali ba na contractors sa ating mga projects ay talagang maayos at maaasahan.”, he added.

The system is part of the government efforts to build more quality infrastructure projects in a more efficient way.

DUMACAA RIS IAs PARTICIPATES IN PAGBILAO 11TH HARVEST FESTIVAL

The Local Government Unit of Pagbilao led by Mayor Shierre Ann Portes-Palicpic through the Office of the Municipal Agriculture held the 11th Pagbilao Harvest Festival from November 12 to 14, 2018.
The LGU annually holds the event since 2007 to celebrate the agricultural sector of the municipality, to recognize farmers and fishermen and to promote their products as well.
Among the colorful booths featured were from four (4) participating irrigators associations of Dumacaa RIS covering the area of Pagbilao namely: Alupaye Farmers Central IA, Alupaye Sitio Tubigan IA, Mapagong Farmers IA and Nagkakaisang Magsasaka ng Bantigue IA of Dumacaa RIS who participated in the festival for the first time.
The festival showcased the Pagbilao products such as organic vegetables, fruits, seafoods, kakanin or finger foods, rice, shirts, baskets and many more.

SOLAR WATER PUMP IN RIZAL TO IRRIGATE 24 HAS. OF RICELAND

NIA IV-A, Pila Laguna – The National Irrigation Administration, Region IV-A, on Thursday, announced that its Solar-Powered Pump intended for irrigation is finally fully operational.
The PUNTA Communal Irrigation Project is serving at least 24 hectares of agricultural land in Brgy. Punta, Jala Jala Rizal. Its main source of water is deep well which was first operated by pump and engine (fuel).
The project consisting of three (3) units of Solar Powered Pumps was started last August 2017 and was fully operational this month.
The Php 5.2 Million irrigation project was funded by the Comprehensive Agrarian Reform Program for CY 2017.
The communal irrigation project is set to benefit the Nagkakaisang Magsasaka ng PUNTA which consists of twenty-one (21) Agrarian Reform Beneficiaries.
The solar pumping irrigation program is one of the Agenda of NIA Administrator Ricardo Visaya to venture into new technologies that will not only be beneficial to farmers but also to the environment. In the long run, the new technology is set tone down the cost of rice production as it will minimize the use of diesel and gasoline.
