The Sabang Pump Irrigation Project (PIP)

The Sabang Pump Irrigation Project (PIP) located at Sitio Sabang, Brgy. Pacheco, Magallanes, Cavite is now ready to irrigate farmlands in the area. The project pegged at PHP 6.5-million that will irrigate a total of 12 hectares of agricultural lands planted with various crops like pepper, cucumber, string beans, tomatoes, papaya, coffee, banana, eggplant, bittergourd and upo cultivated by 16 farmers and was turned-over to Sabang Vegetable Farmers Association for its operation and maintenance last Nov. 17, 2021.
The farmers present at the ceremony were grateful to finally use the irrigation project quoting “Nangangako po kami na susuklian po namin ng magandang ani ang ibinigay nyo po sa aming maayos na patubig at lubos kaming nagpapasalamat sa inyong malaking tulong sa aming mga magsasaka”, IA President Mr. Allan L. Agrimano.
Engr. Freddie Sisante, Magallanes Municipal Agriculturist, expressed his gratitude to Mr. Agrimano for donating the piece of land for the project. “Kami po sa LGU, full support po kami sa ating mga magsasaka. On behalf of Mayor Jasmin Angeli Maligaya-Bautista, full support po siya sa mga ganitong proyekto”, he added.
As for NIA, we are also grateful for the support and help of the Local Government Units, other lined-agencies and for those who donated portion of their lands for the benefit of our farmers.
The simple turn-over ceremony was attended by the NIA CBIMO Staff, Magallanes LGU and Irrigators Association.

Special unit to fast-track negotiation and resolution of right-of-way

The NIA Region IV-A created the Right-of-Way Unit under Office Memorandum Circular 48 s. 2021. The management of Region IV-A emphasized that areas in CALABARZON are getting urbanized affecting existing irrigation systems and issues on right-of-way claims are affecting project implementation, thus, the seminar/orientation was conducted to capacitate and develop additional skills of our field personnel to better perform specific tasks particularly in right-of-way negotiation and acquisition. Representative from Department of Public Works and Highways, Engr. Abelyn V. Gatapia shared the legal basis and best practices of the department in terms of negotiation and acquisition. she emphasized that prior year to project implementation all studies, public consultations and negotiations are being conducted so as not to hamper project implementation. she also mentioned, that being a negotiator, one should have a: 1. Listening ear - to listen to the complaints and other issues of the Project Affected Persons (PAPs) 2. Knowledge on the legal basis - to inform the PAPs their rights and the laws and mandates governing the agency to implement the project 3. Correct Attitude - a negotiator should not react reactively but proactively. On the second part of the orientation, Ms. Sofia Carmelita Resurreccion emphasized the processes of NIA in ROW negotiation and acquisition. Different forms are shown in which it is suggested to add notarial seal on the forms and agreements. Then, Atty. Jill Manangkil-Benitez discussed the Titling process. A process to transfer ownership of ROW after its acquisition. Titling is important to establish ownership of said ROW. Duties and responsibilities of ROW unit is to ensure that all existing ROW issues will be resolved and those ROW that will be affected by the proposed projects will be processed up to titling before awarding the project for implementation. The Management expects that the ROW unit of each field offices will work together to achieve the goals of improving and fast-tracking of project implementations. To ensure continuity and capacity building of the ROW unit, follow up trainings will be conducted.

NIA LRIMO conducted Special Livelihood Program (Doormat Making) to the female members and spouses of Balanac River Irrigation System Irrigators' Association in partnership with the Provincial Government of Laguna Special Livelihood Office (SLO) headed by Ms. Nieva Reodica 16th of November 2021 which aims to provide opportunities for employment and additional source of income aside from farming.
The said training was attended by 3 males and 22 females, 25 all in all.
