NIA CBIMO conducted one-day virtual forum/workshop on CIS Devolution to the Local Government Units of Cavite province last Aug. 13, 2021 at the NIA CBIMO conference room.
The purpose of the said virtual forum is to identify possible issues, concerns and challenges on the part of LGUs regarding the Communal Irrigation Systems devolution to LGUs.
The forum was guided by NIA Regional Office hosted by Ms. Lara B. Javan, Senior IDO of Regional Office. Engr. Jaime C. De Jesus, the Officer-In-Charge of NIA-CBIMO briefly discussed the Forum/ Workshop on CIS Devolution, in which the Communal Irrigation Systems in Cavite will be turned-over to the Local Government Units starting year 2022 as stipulated in the Supreme court ruling on Mandanas Case.
"Ang mga CIS po ng first to fourth class municipalities will be devolved to the LGUs starting next year", he added.
Mr. Jesse Raphael Grepo, the Provincial Legal Officer of Cavite, on behalf of Governor Jonvic Remulla voiced his gratitude to NIA for conducting this forum. He mentioned that this will be a great help for everyone to know more about the Mandanas Ruling. He added that it is a great opportunity for the LGUs to initially learn from NIA.
Ms. Sofia Carmelita G. Resurreccion, the Supervising IDO of NIA Region IV-A, discussed the Salient Features of the Mandanas Ruling as well as the Devolution Transition Plan while Engr. Neil Ardienel Dorio of NIA CBIMO presented the CIS in the province of Cavite and the projects that will be devolved and turned-over to the LGUs.
He discussed the details of each CIS per municipality including the Name of Project, Irrigation Facilities, Service area and the total farmer beneficiaries.
The one-day activity was attended by NIA Regional and CBIMO staff and LGUs of Cavite through virtual meeting.
